Vouch. I have my suspicions that this user is using a VPN and some sort of Minecraft account generator (e.g. EasyMC), as well. I noticed a lot of accounts (donut369, KevinNintendo15 (i think?), etc.) that have the same behavior, and used the same minecart spamming exploit as da21a.

P.S. - If we have some sort of per-chunk or global entity limit in place with some plugin, we should probably use it for the time being.
